Sailing Instructions
1. Rule
1.1. The races will be governed by the
Rules as defined in the Racing Rules of Sailing and by the laws of the National
Rebel Class Association and these sailing instructions.
1.2. The National Race Committee is the
final authority on if a race will be sailed
2.
Entries:
Eligible yachts may be entered by completing registration with the organizing
authority.
3.
Crews: The number and personnel of the crew must
remain the same throughout the regatta.
Except that, the skipper may alternate crew, while maintaining the same
number, by filing the names and specified races they shall sail with the National
Race Committee three (3) hours prior to the start of the first race. In the case of an emergency, a skipper may
request permission for a crew change from the National Race Committee.
4.
Notices
to Competitors: Notices to competitors will be posted at the Awosting Boat
House at the top of the ramp
5.
Changes
in Sailing Instructions: Any change in
the Sailing Instructions on Monday, July 16, 2007 will be posted before
adjournment of the competitor’s meeting.
On other days of the regatta, changes will be posted before 8:30 AM EDT
on the day it will take effect, except that any change in the schedule of races
will be posted by 9 PM EDT on the day before it will take effect.
6.
Signals
Made Ashore
6.1.
Signals
made ashore will be displayed from the flag staff of the Yacht Club Committee
Boat, or at the center of the Awosting Boat House facing the lake.
6.2.
The
Red and White striped flag with two horn signals (one horn signal when lowered)
means ‘The race is postponed, The Warning Signal will be made not less than
thirty (30) minutes after the delay flag is lowered.

Racing
Area: The racing area will be as
illustrated on the attached chart of Greenwood Lake
9.
Check
In: Prior to the warning signal of each
race, each competitor shall sail past the race committee boat (or the Awosting
Boat House if the Race committee boat is not being used for that race) on a
starboard tack, and hail her sail number until acknowledged by the race
committee. Competitors failing to check
in will be notified, and subsequent failures will result in disqualification. A yacht which withdraws after checking in
shall notify the race committee or club crash boat before leaving the racing
area or, when that is impossible, immediately upon arriving ashore.
10. The Course
10.1.
The
official course and direction will be displayed on the side of the committee
boat or the Awosting Boat House. All
courses are illustrated on the attached sheet.
10.2.
Courses
will not be shortened to less than four (4) legs.
11. Marks: Marks will be orange buoys or purple
triangles. Starting and finishing marks
will also be orange buoys or purple triangles.
12. The Start
12.1.
Races
will be started using an optional 6 minute sequence as follows:
12.1.1.
Warning siren given which tells people that in 1
minute we will begin the sequence.
12.1.2.
The first gun is fired (beginning of 3 minute
preparatory period) and raise the white flag
12.1.3.
Next, we fire the second gun (beginning of final 3
minute countdown period) and raise the blue flag
12.1.4.
Finally, we fire the 3rd gun (beginning of race)
and raise the red flag
12.1.5.
One minute before each flag is raised, we have a
bullseye flag displayed alone when starting races off the boathouse.
12.1.6.
NOTE: The cannon is just an auditory verification
of the status of the flags. If there is a cannon mis-fire or
mis-timing, everyone knows that the flags take precedence.
12.2.
The
starting line will be between the staff displaying a blue “RC” flag on the race
committee boat at the starboard end and the port end starting mark
12.3.
If
the race committee boat is not being used, the starting line will be between
the outside mark and the center of the boathouse. The 5 MPH buoy marks the point nearest to
shore that you are allowed to start.
This is also the point nearest the shore where you can finish a race. It is important to note that the start and
end lines are drawn from the outboard mark and the center line of the
boathouse, not between the outboard mark and the 5 MPH buoy.
13. Abandonment: A race that has started
may be abandoned at any time, by the race committee, whenever, in it’s opinion,
weather or race conditions warrant.
Abandonment is signaled by 3 guns.
14. Recalls: Recalls will be signaled in accordance with
Rule 29.
15. The Finish: The finishing line will
be between a staff displaying a blue ‘RC’ flag on the race committee boat at
the starboard end and the port end finishing mark. If the race is run from the boathouse, the
finish line is the same as the starting line.
16. Time Limit
16.1.
The
time limit will be two (2) hours. Yachts
failing to finish within forty-five (45) minutes after the first yacht finishes
or after the time limit, whichever is later, will be scored ‘Did Not Finish’.
16.2.
If
no yacht rounds the first mark within thirty (30) minutes, the race will be
abandoned.
17. Protests
17.1.
Protests
shall be written on forms available at the Yacht Club and lodged with a protest
committee member within one (1) hour after the time of the last yacht’s finish.
17.2.
The
protest committee will hear protests in approximately the order of receipt as
soon as possible after the last race of the day
17.3.
Protest
notices will be posted within thirty (30) minutes of the protest time limit to
inform competitors where and when there is a hearing in which they are parties
to a protest or named as witnesses.
18. Scoring
18.1.
The
Low Point scoring system will apply, except that boats scored DNS or RAF will
score the number of boats starting that race plus one.
18.2.
Three
races are required to be completed to constitute a series
18.3.
A
boat’s series score will be the total of her race scores. This changes rule A 2. All results are unofficial until certified by
the National Race Committee. If all races
have not been started by 2:00 PM E.D.T. on Thursday, July 19, 2007, the series
will be considered terminated and the races officially scored will determine
the final standings.
19. Local Rules
19.1.Leave all buoys on the same side as buoy S at outer end of Starting Line, except for the rounding of buoy 8 and the West Course.
19.2.Turning marks are orange cylinders, cones or balls.
19.3.The Committee requires strict observance of Rebel Class rules for safety equipment on board– i.e., carry suitable anchor with line; and proper number of life preservers on each yacht.
19.1.A yacht may be towed , paddled, or motor to within 50 feet of the proximity of the Starting Line even after its Preparatory or Starting signal; but must then subsequently be headed directly away from the line or its prolongation prior to starting.
19.2.All yachts are to keep clear of swimming area at all times.
19.3.You are allowed to change the angle of the rudders on Greenwood Lake during a race to avoid vegetation.
20. Local Rules which apply to Boathouse-Run Races
20.1.During a race no yacht may cross the Start-Finish line except when starting or finishing. Violators of this rule must “unwind” themselves and pass to the outside of the Start-Finish line or the Race Committee without protest or hearing will immediately disqualify them.
20.2.After finishing, do not recross the Start-Finish line by any means without the express permission of the Race Committee. Violation of this rule will result in immediate disqualification by the Race Committee. This rule is in effect until all boats in all classes have finished.
